All Offers Rejected at Depot Park Tennis Courts – Park Rapids Enterprise


On June 28, Park Rapids City Council rejected all bids received for the tennis court reconstruction project at Depot Park.

City administrator Angel Weasner said bids for the project, which opened on June 9, “were vastly higher than we originally estimated.”

According to documents contained in the board’s agenda, the technical estimate for the project was $600,000. An offer from Anderson Brothers was over $907,000 and another from Gladen Construction was around $1,034,000.

City Engineer Jon Olson recommended rejecting all bids.

Board member Erika Randall noted that the tennis court design specifications were so unique that despite contacting companies outside of Minnesota, only two companies submitted bids.

“The (Park Rapids) Tennis Association was maybe aiming for something that was a bit out of reach,” Randall said, “not mirroring normal tennis courts. Hopefully they can get back down to earth a bit and approach it again.

“It wasn’t unexpected,” Olson said. “We’ve seen price increases over the past few months, averaging 30-50% over the past year. … It’s really in line with what we see, or maybe on the higher side.

Noting that the tennis association’s desire for a post-tensioned concrete design limited its options, Olson added: “Any time you narrow the bidding pool, you have the opportunity to see higher prices. I’m not surprised by the results here. It is unfortunate to recommend that we reject these offers and move forward in a different direction which might be a lesser type of improvement.

Randall made a motion to reject the offers, and it passed unanimously, in the absence of board member Liz Stone.

In matters of consent and general matters, counsel:

  • Approval of a 2022 Groundwater Treatment Systems Inspector contract with Al Winterberger of Winterberger Inspections. The contract, retroactive to the beginning of the year, promises to pay Winterberger 90% of sewer costs per inspection and $75 per re-inspection.
  • Paid the Coalition of Greater Minnesota Cities $7,179 for 2022 general dues.
  • Paid Davis Electric $1,437 for labor and parts to repair multiple lamp posts, including bypassing the photocell and shortening cap at Essentia Health and replacing eight base lamps 54 watt LED mogul.
  • Paid Dakota Supply Group (DSG) $5,062 for meter supplies and fittings, a budgeted expense, based on quote significantly lower than quote from Ferguson Waterworks.
  • Paid Flaherty & Hood, Pennsylvania $1,605 for legal services, including a deposition on general municipal matters ($1,520) and est work on the Fair Avenue project ($85).
  • Ferguson Waterworks paid $23,902 to purchase three 1-1/2-inch T10 meter registers, 30 5/8-by-3/4-inch V4 Mach10 meters, six 2-inch Mach10 meters and eight 1-1/2-inch Mach10 meters inch, a fresh budget.
  • Paid $9,689 to Josh’s Collision Center to repair a 2020 Ford Police Interceptor utility vehicle. An insurance claim will reimburse the repairs, according to a staff report in the agenda file.
  • Paid Kris Engineering, Inc. $2,823 for parts and freight to repair front plow cutting edges on two public works vehicles.
  • Paid $13,245 to Leading Edge Mechanical to replace four old radiant-heating powerheads with new B-8 spark-ignition powerheads, using American Rescue Plan airport reserve funds. According to a staff report, the bill included four B-8 units, new combustion chambers, mica windows, labor and materials to replace a vacuum pump exhaust fan and a new thermostat. .
  • Payment of $19,601 to Samuelson Laney Plumbing, Heating & Cooling, Inc. to replace two Carrier 3-ton, 14 SEER (seasonal energy efficiency ratio) heating and air conditioning units on the roof of City Hall, using reserve funds.
  • Paid $3,977 to TKDA for engineering work on the airport terminal taxiway construction project.
  • Granting of a Public Facilities Permit to RD Offutt Farms Co. for the use of Deane Park on July 27 for a company picnic. Council member Tom Conway, an employee of Lamb Weston, had this item removed from the consent agenda and abstained from voting, as the local potato factory was a joint venture between RDO and Lamb Weston.
  • Granting a multi-vendor merchant license to the Park Rapids Lakes Area Chamber of Commerce for Legends and Logging Days, August 12-13 on the fourth block of Main Ave. S. and Hugo’s owned property behind Main Street Meats.
  • Granting of two gaming permits to the Antique Tractor and Engine Club for charity raffles, on August 6 and October 21 on the grounds of the Antique Tractor and Engine Club.
  • Recognized a $2,500 donation from Sanford Health to the Depot Park Tennis Court Replacement Project.
  • Approved accounts payable totaling $94,554 and prepaid accounts totaling $174,062.

The next City Council meeting is scheduled for 6 p.m. on Tuesday, July 12 at City Hall.
